FedEx Supports Vietnamese Exporters in Navigating New U.S. Product Safety Requirements

As global trade regulations evolve, FedEx is helping Vietnamese exporters stay ahead through practical guidance, digital solutions and customs expertise

Federal Express Corporation (FedEx), one of the world’s largest express transportation companies, is strengthening its support for businesses in Vietnam as they prepare for the upcoming mandatory U.S. Consumer Product Safety Commission (CPSC) e-filing requirements, set to take effect on July 8, 2026.

The United States is not only Vietnam’s largest export market but also the world’s largest consumer market, creating significant opportunities for Vietnamese businesses expanding internationally. According to Vietnam Customs, exports to the U.S. reached US$153.18 billion in 2025, up 28.2% year over year. As businesses expand into more international markets, they are also navigating an increasingly complex regulatory landscape, making compliance readiness an essential part of international growth.

“Vietnamese businesses continue to demonstrate strong confidence in expanding internationally, however growth opportunities also come with evolving regulatory expectations,” said Ee-Hui Tan, managing director of FedEx Vietnam and Cambodia. “At FedEx, we are committed to helping customers prepare early through practical guidance, digital solutions and trade expertise, so they can navigate change with confidence and focus on growing their business globally.”

The new requirement mandates all U.S. importers of CPSC-regulated products to e-file the data elements needed for clearance at the time of entry into the United States. This is aimed at improving safety oversight and compliance transparency. U.S. importers of CPSC-regulated products must include the full CPSC PGA message set for each product imported. To streamline the process, importers may pre-file information about the product in CPSC’s Product Registry, which allows importers to transmit an abbreviated CPSC message set.For APAC exporters, including businesses in Vietnam, this marks a significant shift in when that product information is made available, prior to shipment.

To help customers prepare ahead of implementation, FedEx conducted customer education webinars across 12 Asia Pacific markets, reaching more than 5,000 participants, from small and medium-sized enterprises (SMEs) to multinationals. The sessions provided practical guidance to identify regulated products, assembled required compliance data, and built repeatable processes to minimize clearance disruptions once enforcement begins.

Post-webinar insights show that while awareness of the new requirements is increasing, operational readiness remains limited. Almost two-thirds (64%) of APAC businesses shipping consumer products to the U.S. have not yet begun preparing. Among them, 28% said they understand the requirements but have yet to act, while 18% expect the new regulation to significantly affect their U.S.-bound shipments. Of the remaining 36% that have started preparing, only 15% consider themselves fully operational.

The findings also highlight where businesses need the most support. Identifying products that fall within the CPSC scope ranked as the top challenge (32%), followed by digital tools pre-validating compliance data (23%) and simplified guidance on product scope, registration and documentation requirements (19%). As businesses prepare for implementation, they also identified centralized regulatory resources and timely guidance (31%), integrated workflow tools that streamline documentation (27%), and access to customs and trade compliance expertise (17%) as the most valuable forms of support.

To address these needs, FedEx has integrated CPSC eFiling capabilities into its digital shipping solutions, allowing customers to submit required Certificate of Compliance information as part of their existing shipping workflow. Eligible customers can also register products through the optional CPSC Product Registry, enabling simplified electronic filing for future shipments. Complemented by practical guidance, customs expertise and up-to-date regulatory resources, FedEx helps customers prepare well before implementation and navigate evolving international trade requirements with greater confidence.
